Ladenöffnungszeiten im Ausland : in Großbritannien darf sogar am Sonntag verkauft werden

Abstract

In seinem Gutachten zum deutschen Ladenschlußgesetz hat das ifo Institut auch die Erfahrungen einiger europäischer Länder berücksichtigt. In Großbritannien prallten die Meinungen lange Zeit ähnlich heftig aufeinander wie derzeit in Deutschland. Allerdings wurde dort kaum darüber diskutiert, wie lange die Geschäfte an Werktagen geöffnet haben dürfen, es ging vielmehr um die Sonntagsöffnung. Der Streit, der 1986 einen ersten Höhepunkt erreichte, wurde im vergangenen Jahr durch die gesetzliche Neuregelung der Öffnungszeiten beigelegt. Seit dem 26. August 1994 können Geschäfte mit einer Verkaufsfläche unter 280 Quadratmeter auch am Sonntag unbeschränkt öffnen, die Verkaufszeit größerer Geschäfte ist auf maximal sechs Stunden begrenzt. Für den Verkauf an Werktagen einigte man sich ziemlich "geräuschlos" auf eine völlige Liberalisierung. Seit dem 1. Dezember 1994 dürfen alle Geschäfte von Montag bis Samstag "rund um die Uhr" geöffnet haben. Eine so weitgehende Deregulierung steht in Deutschland nicht zur Diskussion. Dennoch erscheint es nicht uninteressant, den Weg zur Liberalisierung nachzuzeichnen, der in einem Land beschritten wurde, in dem noch vor kurzem eine weitgehende "Sonntagsruhe" herrschte.
