Der Bedarf an Umweltschutzinvestitionen in Mittel- und Osteuropa

Abstract

Der Reformprozeß in den Ländern Mittel- und Osteuropas hat neben vielen Zielen ein wichtiges Element - die Verbesserung der Umweltstandards. Eine sorgfältige Abstimmung der Umweltstandards auf die Eigendynamik des Modernisierungsprozesses wird die Wahrscheinlichkeit verbessern, daß die wesentlichen Umweltprobleme aus eigener Kraft in einem langfristigen Rahmen gelöst werden können. Die Schätzungen des ifo Instituts ergaben einen Investitionsbedarf von rund 250 Mrd. DM für den Zeitraum von 1993 bis 2010, was einer jährlichen Pro-Kopf-Belastung von ca. 120 DM entspricht. Die Frage der Luftreinhaltung ist nur im Rahmen der Modernisierung der Energiesysteme insgesamt zu lösen. Die öffentliche und industrielle Umweltinfrastruktur im Bereich Gewässerschutz wurde im Sozialismus vor allem wegen des Mangels an Kapital vernachlässigt. Insofern besteht auch in diesem Bereich ein erheblicher Sanierungs-, Modernisierungs- und Erweiterungsbedarf. Die langfristige Projektion des Abfallaufkommens bestätigt, daß eine brauchbare Basis zur Lösung des Abfallproblems nur auf dem Wege der Modernisierung der Produktion und eines durchgreifenden Wandels in der Technik der Abfallwirtschaft zu erreichen ist.
