Neue Wohneigentumsförderung - Steigerung der Effizienz?

Abstract

Der Finanzausschuß des Deutschen Bundestages veranstaltete am 27. September 1995 eine öffentliche Anhörung zum geplanten Eigenheimzulagengesetz, das die Wohneigentumsförderung über den Sonderausgabenabzug nach ? 10e EStG ersetzen soll. Darüber hinaus enthält der Gesetzentwurf Änderungen hinsichtlich des Baukindergeldes, des Vorkostenabzugs und der Bausparförderung. Die Förderung des Wohneigentums durch das Eigenheimzulagengesetz setzt nicht mehr wie bisher nach ? 10e EStG am zu versteuernden Einkommen an. Sie wird durch einen konstanten Förderbetrag von 5.000 DM (bzw. 2.200 DM für Bestandswohnungen), der außerhalb des Einkommensteuergesetzes in einem eigenständigen Gesetz verankert ist, ersetzt. Eine umweltbedingte Ausweitung der Grundförderung sollte nach Möglichkeit vermieden werden. Umweltrelevante Maßnahmen sollten auch das Ordnungsrecht berücksichtigen, um keine unnötigen Subventionierungen zu provozieren. Die vorgesehene Umstellung der steuerlichen Wohneigentumsförderung auf eine steuerunabhängige Zulage ist ein richtiger Schritt zur Erzielung einer höheren Effektivität und Effizienz der Eigentumsförderung.
