Aufholprozeß Ostdeutschland : Strategien für die Zukunft

Abstract

Der wissenschaftliche Teil der 46. Jahresversammlung des ifo Instituts am 22. Juni 1995 setzte sich mit dem Konvergenzprozeß und der bisherigen Entwicklung in den neuen Bundesländern auseinander. Der Vortrag von Prof. Dr. Georg Milbradt, sächsischer Staatsminister der Finanzen, wird abgedruckt und die anschliessende Diskussion zusammengefaßt. Prof. Milbradt spricht von Fehleinschätzungen im Einigungsprozeß. Er kritisiert eine auf Besitzstandswahrung zielende Distributionspolitik bei gleichzeitiger Vernachlässigung der Allokationspolitik. Die allokativen Konsequenzen einer distributionspolitisch orientierten Lohnpolitik wurden übersehen. Die Übertragung des westdeutschen Sozialsystems überforderte die lokale Wirtschaftskraft. Die Hälfte des Wachstums in den neuen Ländern 1994 geht auf die starke Bautätigkeit zurück und ist somit in hohem Maße durch Transfers finanziert. Ohne Transfers aus den alten Bundesländern würde die eigene Wirtschaftsleistung der neuen Länder keine Investitionen ermögichen. Prof. Milbradt fordert eine stärker differenzierte Lohnstruktur, einen (von der Bevölkerung mitfinanzierten) verstärkten Ausbau der Infrastruktur, einen vorsichtigeren und differenzierteren Subventionsabbau und eine ausgewogenere regionale Verteilung der dispositiven Faktoren in Deutschland. In der anschliessenden Diskussion wurden diese und weitere Vorschläge diskutiert, insbesondere wurde auch auf die Rolle der Europäischen Investitionsbank eingegangen.
