Kirgisische Republik : beginnende Veränderungen auf dem Arbeitsmarkt ; Untersuchungen anhand der Arbeitsmarktstatistik

Abstract

Die Arbeitslosenquote liegt in der Kirgisischen Republik wie in den anderen GUS-Staaten auf einem sehr niedrigen Niveau (1994 knapp 1%). Ein Projekt des ifo Instituts in Zusammenarbeit mit der Gesellschaft für technische Zusammenarbeit (GTZ) im Bereich der Arbeitsmarktanalyse in der Kirgisischen Republik ermöglichte es, durch den Zugang zu den dort erhobenen Daten die Situation auf dem kirgisischen Arbeitsmarkt näher zu untersuchen. Die statistischen Angaben der offiziellen Arbeitsmarktstatistik sind jedoch verzerrt, da ungenügende Anreize bestehen, sich offziell als arbeitslos registrieren zu lassen und da eine Anpassung an die sinkende Nachfrage nach Arbeit über verlängerten Urlaub und Kurzarbeit erfolgt. Die statistischen Angaben werden im Vergleich zu Rußland analysiert. Der Beschäftigungsdienst, der etwa unseren Arbeitsämtern entspricht, wird an Bedeutung gewinnen, weil mit fortschreitenden Privatisierungs- und Umstrukturierungsmaßnahmen aus der verdeckten Arbeitslosigkeit offene Arbeitslosigkeit wird.
