Ungarische Wirtschaft 1995 : wird das Wirtschaftswachstum Opfer der radikalen Stabilisierung?

Abstract

1994 wuchs das ungarische Bruttoinlandsprodukt zum ersten Mal seit 1987. Gleichzeitig erreichten aber das Haushaltsdefizit und das Leistungsbilanzdefizit Größenordnungen, die die außenwirtschaftliche, die fiskalische und die monetäre Sphäre mit unkontrollierbaren Folgen bedrohen und nach sofortigen Stabilisierungsmaßnahmen rufen. Die Wirtschaftspolitik stand Anfang 1995 vor dem Dilemma, daß ein strenger Stabilisierungskurs die ersten Ansätze des Wachstums sofort vernichten würde, die weitere Verschiebung einer radikalen Stabilisierung hingegen zur Eskalation der Defizite führen und dadurch die Zahlungsfähigkeit des Landes gefährden würde. Nachdem Finanzminister Békesi im Januar seinen Rücktritt angekündigt hatte, wurde für kurze Zeit gerätselt, ob dieser Schritt einen Prioritätswechsel in der wirtschaftspolitischen Zielsetzung bedeutet, der statt monetärer Stabilisierung der Förderung des Wachstums den Vorrang gibt. Der neue Finanzminister Bokros, der am 1. März 1995 offiziell ernannt wurde, setzt die Austeritätspolitik seines Vorgängers fort: Bereits zehn Tage nach seinem Amtsantritt wurden die ersten Maßnahmen seines strengen Sparprogramms eingeführt.
