Ursachen und Konsequenzen der mexikanischen Währungskrise

Abstract

Die mexikanische Währungskrise entstand aus einer ungünstigen Konstellation monetärer und politischer Faktoren: das Leistungsbilanzdefizit war in zunehmendem Maße durch Zuflüsse von Portfoliokapital finanziert worden, das - als sich die politischen Unruhen im Laufe des vergangenen Jahres mehrten - abgezogen wurde. Dies brachte den Peso unter Abwerungsdruck und löste schließlich im Dezember 1994 die Kriese aus. Auf internationaler Ebene können aus der Kriese folgende Lehren gezogen werden: 1. Hohe Kapitalzuflüsse machen die Entwicklungs- und Schwellenländer vom Vertrauen der internationalen Anleger und der internationalen Zinsentwicklung abhängig. 2. Angesichts der Globalisierung der Finanzmärkte ist nicht nur die Verantwortung der Industrieländer gewachsen, sondern es stellt sich auch die Frage, ob sie ausreichend mit Kapital ausgestattet sind, um in Krisensituationen stabilisierend einzugreifen. 3. Die Schwellenländer müssen sich langfristig von volatilen Kapitalströmen unabhängig machen, d.h. ihre inländische Sparquote muß steigen. 4. Die Risiken stark schwankender Kapitalströme können kurzfristig durch eine bessere Informationspolitik der betroffenen Länder und durch zuverlässugere internationale Frühwarnsysteme reduziert werden.
