Steuern 95 : konjunkturelle Aufkommenseuphorie unbegründet - Test der Belastbarkeit

Abstract

Hoffnungen, die Steuereinnahmen könnten 1995 aus konjunkturellen Gründen noch kräftiger sprudeln, als ohnehin schon erwartet, sind unbegründet. Das nominale Bruttoinlandsprodukt müßte in diesem Fall deutlich mehr wachsen als zuletzt im November geschätzt. Davon ist aus heutiger Sicht jedoch nicht auszugehen. Wegen struktureller Verwerfung im Steueraufkommen von 1994 und davon ausgehender Rückwirkungen werden die Steuereinnahmen 1995 "nur" 845,6 Mrd.DM (+7,7%) erreichen. Das sind 60,3 Mrd.DM mehr als 1994, aber 3,8 Mrd.DM weniger als der offizielle Ansatz berücksichtigt. Die Arbeitnehmer werden sich wieder auf einen Test ihrer Belastbarkeit einstellen müssen. Bruttolöhne und -gehälter werden im Durchschnitt mit 34,7 % öffentlichen Abgaben belastet sein, und von der im Vergleich zu 1994 zusätzlich verdienten Mark bleibt nicht viel mehr als ein Almosen. Eine großzügigere Entlastung bei der Steuerfreistellung des Existenzminimums sollte deswegen vor der vorzeitigen Rückführung des Solidaritätszuschlages Vorrang haben.
