"Sozial-Dumping" oder Protektionismus? : Zur Kontroverse über eine Sozialklausel im internationalen Handelssystem

Abstract

Kurz vor dem erfolgreichen Abschluß der Uruguay-Runde des Allgemeinen Zoll- und Handelsabkommens im April 1994 wurden Forderungen nach der Einbeziehung einer Sozialklausel in das Welthandelssystem laut. Dadurch soll ein international verbindliches Mindestmaß an Sozialstandards erreicht und bewacht werden. Handelspolitische Sanktionen können demnach gegenüber solchen Ländern verhängt werden, die Mindeststandards im Hinblick auf Arbeitnehmerrechte und Arbeitsbedingungen nicht einhalten. Der Bericht gibt Aufschluß über den Begriff "Sozial-Dumping" sowie das Verhältnis der Industrieländer und Entwicklungsländer im Hinblick auf die lohnabhängige Wettbewerbsfähigkeit. Es ist äußerst fraglich, ob den Entwicklungsländern durch solche Maßnahmen wirklich geholfen werden kann. Alternative Lösungen wären eine Erhöhung der zweckgebundenen Entwicklungshilfeleistungen oder eine schnellere Marktöffnung seitens der Industrieländer.
