Szenarien der Arbeitskräfteentwicklung im Europäischen Wirtschaftsraum bis zum Jahr 2020

Abstract

Im Auftrag des Statistischen Amtes der Europäischen Union hat das ifo Institut zwei Szenarien zur langfristigen Arbeitskräfteentwicklung im Europäischen Wirtschaftsraum entwickelt. Der Bericht ist ein Zusammenfassung der Arbeitskräfteprojektionen für die Länder der EU unter besonderer Berücksichtigung Deutschlands und der EFTA für Jahre 1990 bis 2020. Die Bevölkerungsszenarien nehmen bei der "niedrigen" Variante an, daß die Geburten auf rund 1,5 Kinder je Frau abnehmen, die Lebenserwartung leicht ansteigen wird und die Wanderungssalden auf mäßigem Niveau einpendeln werden. Die Annahmen beim "hohen" Szenario sind, daß die Geburten auf rund zwei Kinder je Frau zunehmen, die Lebensdauer deutlicher zunehmen wird und die Wanderungssalden nur leicht abnehmen werden. Das Ergebnis der Untersuchung ist unter anderem, daß der Verlauf der erwerbsfähigen Bevölkerung in der EU und der Freihandelszone selbst bei dem "niedrigen" Bevölkerungsszenario nur gering abnehmen wird. Das durchschnittliche Alter der Arbeitskräfte wird weiter zunehmen. Dadurch wird gerade von den älteren Arbeitnehmern eine immer neue Anpassung an die veränderten Technologien zu leisten sein.
