Offene Arbeitslosigkeit : neues Phänomen in den Transformationsländern - Das Beispiel Polen in den Jahren 1992- 1993

Abstract

Der Anstieg der polnischen Arbeitslosquote in den Jahren 1990 bis 1993 von 0 % auf 15,7 % ist zu einem geringen Teil auf die Transformation von verdeckter in offene Arbeitslosigkeit und auf eine Umstrukturierung der Wirtschaft zurückzuführen. Die polnischen Firmen reagierten zwischen 1990 und 1991 auf den Einbruch der Nachfrage nach ihren Produkten nicht mit Freisetzung von Arbeitskräften, sondern mit Arbeitszeitverkürzung. Später wurden massenhaft Arbeitskräfte freigesetzt, so daß die verdeckte Arbeitslosigkeit reduziert wurde. Niedrige Abgangsraten aus der Arbeitslosigkeit resultieren aus der Unfähigkeit des privaten Sektors neue Arbeitsplätze zu schaffen. Die Situation der Frauen ist besonders schwierig. Ihre Chancen einen Arbeitsplatz im privaten Sektor zu finden sind um ein Drittel niedriger als bei den Männern. Die polnische Arbeitsmarktpolitik hat zwei besonders gravierende Probleme zu lösen, das Problem Langzeitarbeitslosigkeit und das Problem großer regionaler Divergenz. Im Durchschnitt waren 1993 ca 40 % der Männer und 50 % der Frauen länger als 12 Monte arbeitslos. Sehr hohe Mobiltitätsschranken verhindern Migration in dynamische Regionen Polens. Das regionale Ungleichgewicht wird demnach mittelfristig weiter bestehen bleiben.
