Sachsen - gibt es eine Chance auf Besserung?

Abstract

Der Bericht faßt die wichtigsten Ergebnisse eines Gutachtens zusammen, das im Auftrag des Freistaates Sachsens vergeben wurde. Zunächst wird der Arbeitsmarkt seit der Wende bis Ende 1993 dargestellt. Hauptproblem der Arbeitslosigkeit war der rasche Produktionseinbruch, der durch schleppende Klärung von Eigentumsrechten, Währungsumstellung und durch Kosten- und Produktivitätsnachteile verursacht wurde. Nach der Systemänderung waren in Sachsen insgesamt 40 % weniger Arbeitsplätze vorhanden. Im Vergleich zu den alten Bundesländern ist besonders die Bauwirtschaft überrepräsentiert. In den Bereichen Handel, Banken, Versicherungen und Dienstleistungen ist allerdings noch Nachholbedarf vorhanden. Bei der Arbeitsmobilität ist eine Beruhigung der Lage eingetreten. Weiterhin sind für den Arbeitsmarkt vorallem die Vorruhestandsregelungen, das Bildungsverhalten und die Frauenerwerbsbeteiligung von Bedeutung. Im Altersbereich zwischen 25 und 45 Jahre wird in Sachsen eine überdurchschnittliche Frauenarbeitslosigkeit registriert. Insgesamt wurde festgestellt, daß die Beschäftigungslücke in Sachsen mittelfristig kaum zu schließen ist.
