Arbeitsmarktpolitik - sind wir am Ende?

Abstract

Der Beitrag zeigt die Entwicklung nach dem Arbeitsförderungsgesetz (AFG) unter dem Aspekt der Finanzierbarkeit und Mittelverwendung durch die Bundesanstalt für Arbeit. Zunächst wird auf die Kostellation und Veränderung des AFG während der letzten 25 Jahre eingegangen. Dabei werden die verschiedenen Ausgabenkategorien untersucht. Die Gelder für Arbeitsbeschaffungsmaßnahmen, Altersübergangsgeld und Berufsbildung nahmen zu. Weiterhin wird die Differenz zwischen Ausgaben und Einnahmen der Bundsanstalt für Arbeit seit 1990 analysiert. Im Vergleich zu den internationalen Arbeitsmärkten nimmt Deutschland bei der Beschäftigungsintensität einen geringen Rang ein. Dies bedeutet, daß pro Wachstumsprozent mehr Arbeitsplätze entstehen müssen. Die Veränderung des AFG ist dabei von großer Bedeutung. Wichtig ist eine aktivere Arbeitsmarktpolitik und eine Verzahnung mit der regionalen Strukturpolitik. Da eine Erhöhung der Beitragssätze zur Arbeitslosenunterstützung kotraproduktiv ist, bietet die Umfinanzierung der Nettotransfers und anderer der Arbeitslosenversicherung fremder Leistungen Spielraum für eine Reduzierung der Beitragssätze.
