Europäische Wachstumsinitiative und europäische Industriepolitik - Abhilfe durch Ausgabenflut?

Abstract

In der Europäischen Union waren Mitte 1994 mehr als 17 Mill. Menschen arbeitslos. Die Maßnahmen zum Abbau der Arbeitslosigkeit wurden im Weißbuch "Wachstum, Wettbewerb, Beschäftigung" zusammengefaßt. Der Finanzbedarf der Wachstumsinitiativen in den nächsten 12 bis 15 Jahren beläuft sich auf ca. 900 Mrd. Ecu. Die Mittel werden auf die Bereiche Verkehrs-, Kommunikations- und Energieversorgungsinfrastruktur sowie Ausrüstungsgüter im Verkehrssektor, Energieerzeugung, Umweltschutz und Stadterneuerung verteilt. Zur Verbesserung der Industriepolitik wurde der Artikel 130 im Vertrag von Maastricht aufgenommen. Die Bundesregierung Deutschlands zielt mit verschiedenen Punkten auf die Verbesserung der Bedingungen der industriellen Produktion ab. Dabei steht die Senkung der Staatsquote, bessere Entscheidungsfindung der Betriebe, staatliche Forschungsförderung, öffentliche Infrastruktur, soziale Sicherungssysteme und der Umweltstandard im Vordergrund. Weiterhin legt die deutsche Regierung Wert darauf, daß ein großer Teil der künftigen Investitionen im transeuropäischen Netz von der privaten Wirtschaft getätigt werden.
