Beschäftigungsperspektiven für das vereinte Deutschland - Zeit zum Umdenken

Abstract

Der Bericht handelt von den Beschäftigungsperspektiven für das vereinte Deutschland. Nachdem es bis zum Ende der achtziger Jahre schien, die Arbeitslosigkeit in den Griff zu bekommen, war die Beschäftigungslage in den neunziger Jahren außer Kontrolle geraten. Durch den Anstieg des Arbeitskräfteangebots entstand ein Arbeitslosensockel. Um ein Arbeitsmarktgleichgewicht zu erhalten sind nicht nur konjunkturpolitische Maßnahmen notwendig, vielmehr muß eine grundlegende Veränderung des Umfelds für die Beschäftigung erreicht werden, die es ermöglicht, Angebot und Nachfrage in Einklang zu bringen. Der Bericht erläutert die verschiedenen Arbeitsmarktentwicklungen für Ost- und Westdeutschland anhand von verschiedenen Prognoseaggregaten. Für das östliche Bundesgebiet wird die Beschäftigung bis 1997 durch die Zahl der Erwerbstätigen, das reale BIP, Lohnstückkosten und Produktivität analysiert. Insgesamt wird festgestellt, daß das Arbeitsmarktungleichgewicht langfristig bestehen bleiben wird, da eine erhebliche Diskrepanz in der Qualifikationsstruktur vorhanden ist und die Löhne und Gehälter unproportional zur Produktivität steigen. Besserung können die Arbeitsmarktflexibilität und Arbeitszeitverkürzung bringen.
