Südafrika vor einem Neubeginn : wirtschaftliche Probleme und Perspektiven

Abstract

Der Bericht behandelt die Ausgangsposition Südafrikas nach den Wahlen am 10. Mai 1994. Die Hinterlassenschaften von Rassentrennung und -diskriminierung lassen nur allmählichen Wandel zu. Die großen Aufgaben der Zukunft sind soziale Umverteilung, ökonomische Neuordnung ganzer Regionen innerhalb Südafrikas, neue außenwirtschaftliche Orientierung in Verbindung mit regionaler Kooperation und der Abbau der gewaltigen Arbeitslosigkeit. Der Bericht gibt weiterhin einen Überblick der gesamtwirtschaftlichen Lage und der möglichen Entwicklungspotentiale. In diesem Zusammenhang ist die politische Neuordnung der neun Provinzen von großer Bedeutung. Zukünftige Hoffnungen gründen sich vor allem auf eine sich im Zuge belebender Weltkonjunktur und höheren Rohstoffpreisen weiter günstig entwickelnde Exportwirtschaft sowie umfangreiche Wohnungsbau- und Elektrifizierungsprogramme. Für die Gesamtwirtschaft ist auch die Investitionsfreudigkeit der Industrienationen wichtig. Der Bericht geht auch auf die drohende Belastung des Staatshaushalts ein und die daraus resultierende Steuerpolitik. Hauptproblem ist die hohe Arbeitslosigkeit mit 40 % und die daraus entstehende Bedrohnung des inneren Friedens.
