Stagflation - wie kommt sie zustande und was kann man tun?

Abstract

Der Bericht beschäftigt sich mit der Möglichkeit zur Entkoppelung von Relativlohnbildung und Lohnniveau. Die gegenwärtige (1994) Arbeitslosigkeit ist ein Problem der Stagflation. Durch die Stagflation wird sich bei jeder Arbeitslosigkeit auf die Dauer Lohnsteigerung ergeben. Dies wird die These der autonomen Lohninflation genannt. Der Bericht nimmt Stellung zu mangelnder Lohnflexibilität, dem Wohlfahrtsstaat, der derzeitigen Lohnstruktur, der privaten Arbeitsvermittlung, zu hohen Löhnen und der Position der Gewerkschaften. Weiterhin werden wirtschaftspolitische Maßnahmen vorgestellt, wie Abschwächug des Kündigungsschutzes, Lohndifferenzierung zwischen Arbeitslosen und abgeworbenen Kandidaten und Steuern. Das Problem der autonomen Lohninflation muß grundsätzlich angegangen werden. Das Problem der Arbeitslosigkeit ist nicht strukturell und nicht konjunkturell, sondern vielmehr institutionell. Der Hauptfehler liegt demnach in der Lohnsetzung. Die Beseitigung des Fehlers führt zur Entkoppelung von Lohnstruktur und Lohnniveau.
