Erhöhung der Einkommensgrenzen im sozialen Wohnungsbau?

Abstract

Die Bundesregierung beabsichtigt, den sozialen Wohnungsbau grundlegend zu reformieren. Zu einem Teilaspekt der geplanten Reformierung, nämlich "die Einkommensgrenzen im sozialen Wohnungsbau zu erhöhen" hatte der Ausschuß für Raumordnung, Bauwesen und Städtebau am 20. September 1993 Experten zu einer Anhörung geladen. Der Bericht ist eine Stellungnahme des ifo Instituts zu dem vom Ausschuß vorgelegten Fragenkatalog. Die Stellungnahmen gehen auf die staatliche Verantwortung für die allgemeine Wohnungsversorgung, die Auswirkungen einer Erhöhung der Einkommensgrenzen und die regionalen Unterschiede der Wohnungsversorgung ein. Weiterhin wird die Situation der Werks- und Genossenschaftswohnungen, die sozial schwachen Haushalte und die Investitionsbereitschaft nach einer erhöhten Einkommensgrenze behandelt. Als Fazit werden bei einer Erhöhung der Einkommensgrenze für den Anspruch auf staatliche Förderung im Rahmen des sozialen Wohnungsbestandes insgesamt negative Wirkungen vorhergesagt.
