Die Neuordnung des bundesstaatlichen Finanzausgleichs im Spannungsfeld zwischen Wachstums- und Verteilungszielen

Abstract

Nach dem Einigungsvertrag sollen die neuen Länder zum 1. Januar 1995 in einem gesamtdeutschen Finanzausgleich einbezogen werden. Das ifo Institut hat im Auftrag des Bundesministeriums für Wirtschaft geprüft, inwieweit die Neuregelung den wachstumspolitischen Erfordernissen und den ausgleichspolitischen Zielsetzungen gerecht wird. Das Gutachten ergab, daß die beabsichtigte Anhebung der neuen Länder über die Finanzausstattung der alten Länder hinaus mehr als geglückt ist. Dies wird durch eine Erhöhung des Länderanteils an der Umsatzsteuer von 37 % auf 44 %, einer vollständigen Einbeziehung der neuen Länder beim bundesstaatlichen Finanzausgleich und der Bundesergänzungszuweisung, sowie den Finanzhilfen des Bundes erreicht. Es zeigt aber auch, daß der Bund die Hauptlast der Integration der neuen Länder in den Bund-Länder-Finanzausgleich trägt und daß Chancen für eine effizienzsteigernde Durchforstung staatlicher Ausgaben ungenutzt bleiben.
