Nach dem Abschluß der Uruguay-Runde : Protektionismusgefahr geringer?

Abstract

Mitte Dezember 1993 konnte die achte Welthandelsrunde nach siebenjähriger Verhandlungszeit abgeschlossen werden. Die Ergebnisse werden zum 01. Januar bzw. 01. Juli 1995 in Kraft treten. Wesentlichster Punkt ist der erleichterte Marktzugang durch Zollsenkung und Abbau von Importquoten. Der Zollabbau wird sich durchschnittlich auf mehr als ein Drittel belaufen, beispielsweise werden die Importzölle auf Industriegüter in Japan um ca. 60% gesenkt. Die Einbeziehung der Bereiche Agrarwirtschaft, Textilien, Dienstleistungen und der geistigen Eigentumsrechte in den multilateralen Ordnnungsrahmen als Erfolg zu werten. Durch juristisch präzisere Fassung der Bestimmungen sollen Verstöße gegen die GATT-Regelungen im Bereich der Zollsenkung, Mengenbeschränkung und den Anti-Dumping-Code verhindert werden. Institutionelle Veränderungen wurden ebenfalls beschlossen, so wird aus GATT eine Multinationale Handelsorganisation (MTO). MTO-Mitglieder müssen sich künftig dem Streitschlichtungsverfahren unterwerfen, in dem Handelskonflikte gemeinsam entschärft werden. Grundsätzlich ist die GATT-Verhandlung positiv zu bewerten, da ein Scheitern die Organisation der weltwirtschaftlichen Beziehungen vorläufig beendet hätte.
