Uruguay-Runde, Blair-House-Abkommen, Reform der EG-Agrarpolitik : wo liegen die Probleme?

Abstract

Am 15. Dezember 1993 ist die absolute "Deadline" für die schon zweimal verlängerte Uruguay-Runde. Im Agrarsektor ist das sog. Blair-House-Abkommen, das eigentlich den Ausweg aus den festgefahrenen GATT-Verhandlungen weisen sollte, weiter heftig umstritten. Das kategorische Nein der USA zu Ergänzungen des Washingtoner Vorvertrages, um wenigstens offensichtliche Mängel zu korrigieren, erschwert der EG, insbesondere Frankreich, eine Annahme ohne Gesichtsverlust. Wenn es gelingt, die Uruguay-Runde rechtzeitig abzuschließen, birgt die mit einer Übernahme der GATT-Verpflichtungen im Agrarbereich verbundene Einschränkung des agrarpolitischen Handlungsspielraums der EG innergemeinschaftliches Konfliktpotential, weil der zu erwartende Verteilungskampf hohe Anforderungen an die Solidarität der Mitgliedsländer stellt. Allerdings erscheinen die Anpassungsleistungen, die von der Landwirtschaft verlangt werden, akzeptabel, im Vergleich zu den Folgen, die ein Scheitern der gesamten Verhandlungen für die Weltwirtschaft hätte.
