Die nordamerikanische Freihandelszone und ihre Auswirkungen auf Lateinamerika

Abstract

Mit der Schaffung der NAFTA würde ein Handelsblock entstehen, der angesichts des weltweit zunehmenden Protektionismus ein starkes Gegengewicht zur EWG bilden würde. Selbst wenn die Verträge noch in diesem Jahr ratifiziert werden, ist allerdings kaum vor Mitte 1994 mit der Realisierung der Freihandelszone zu rechnen. Einige lateinamerikanische Länder müßten zwar mit Handelsumlenkungen sowie mit einer Verlagerung von Direktinvestitionen nach Mexiko rechnen. Wesentlich bedeutender als diese statischen Auswirkungen wären jedoch die langfristig zu erwartenden positiven dynamischen Effekte, die von der NAFTA ausgehen. Ein Scheitern der NAFTA, d.h. die Ablehnung im amerikanischen Kongreß, würde sich weltweit negativ auswirken, insbesondere würde die Glaubwürdigkeit der US-Handelspolitik bei den GATT-Verhandlungen sinken.
