Währungssubstitution in Entwicklungsländern : gibt es Parallelen zwischen Lateinamerika und Osteuropa?

Abstract

Es wurde das Phänomen der "Dollarisierung" untersucht, das hauptsächlich in Ländern mit unterentwickeltem Kapitalmarkt sowie in politisch oder wirtschaftlich instabilen Ländern auftritt. Es wurde nicht nur der Beitrag verschiedener ökonomischer Theorieansätze zur Erklärung der Substitution der inländischen durch eine ausländische Währung geprüft, für verschiedene lateinamerikanische Länder wurde auch versucht, den "Dollarisierungsgrad" zu ermitteln. Noch wesentlich schwieriger als für Volkswirtschaften mit offener Inflation stellt sich die Messung bzw. Schätzung der Währungssubstitution für die ehemaligen Zentralverwaltungswirtschaften dar. Am Beispiel Polens, wo 1990 durch das Balcerowicz-Programm der Dollarisierung ein vorläufiges Ende gesetzt wurde, wird dargestellt, wie sich die Flucht aus der Inlandswährung in den Transformationsländern Osteuropas auswirkt.
