Die Entwicklung des Außenhandels der ostmitteleuropäischen Länder

Abstract

Nach der Auflösung des RGW und dem Zusammenbruch der alten Handelsbeziehungen sind die ostmitteleuropäischen Länder Polen, Ungarn und die ehemalige CSFR in das besondere Interesse Westeuropas gerückt. Zu den vorrangigen Aufgaben einer Neuorientierung der Handelspolitik Ostmitteleuropas zählt zweifelsohne die Integration in die Weltwirtschaft. Die Westausfuhren der drei Länder sind zwischen 1989 und 1992 um jeweils 40 bis 56% gestiegen. Dennoch ist es fraglich, ob dadurch der Ausfall des um die Hälfte geschrumpften Osthandels vollständig kompensiert werden konnte. Zunächst dürfte die Dynamik der Umorientierung nach Westen aber trotz neuer Handelserleichterungen seitens der EG und der EFTA nachlassen. Zum einen führen Produktionsrückgang und Devisenknappheit in den Reformländern zu einer verringerten Nachfrage. Zum anderen wirken die Rezession im Westen und erste westliche Abwehrreaktionen gegen Billigimporte aus dem Osten bremsend.
