Reformpolitik in Kirgistan

Abstract

Das mittelasiatische Land Kirgistan gehört, gemessen an Fläche, Bevölkerung und Sozialprodukt, zu den kleinsten Republiken der ehemaligen Sowjetunion. Für die mittelfristig erforderliche Unterstützung der Reformen durch die Bevölkerung sind entweder schnelle Erfolge oder wenigstens eine ausreichend absichernde Sozialpolitik erforderlich. Allein die Lösung dieser Aufgabe dürfte an die Grenze der politischen, administrativen und finanziellen Kapazität der Regierung gehen. Ohne externe Hilfe in Form von Finanzierung, d.h. verlorene Zuschüße, und Beratung wird die Reformaufgabe in Kirgistan kaum zu bewältigen sein.
