Namibia 1993 : führt die anhaltende Rezession zu einem Wechsel in der Wirtschaftspolitik?

Abstract

Weltweite Rezession und niedrige Rohstoffpreise haben nicht nur den Bergbau, das wirtschaftliche Rückgrat Namibias, schwer getroffen. Der erhoffte Ansturm internationaler Investoren blieb fast völlig aus, und die Landwirtschaft beginnt sich erst allmählich von den Dürrefolgen des vergangenen Jahres zu erholen. Auch wenn sich der Fischerei- und der Tourismussektor recht erfreulich entwickelten - die Arbeitslosigkeit steigt weiter, und nur ein Bruchteil der Schulabgänger hat Aussicht auf einen Arbeitsplatz im formalen Sektor. Nach zwei Jahren solider Haushaltsführung steht das Staatsbudget jetzt vor einem kaum noch zu deckenden Defizit. Namibia hofft auf ein Wiederanspringen der Weltkonjunktur und auf eine stabile politische Lösung bei seinem großen Nachbarn im Süden - nur dann kann das von seiner Bevölkerungszahl her kleine Land im Südwesten Afrikas wieder hoffnungsvoller in die Zukunft schauen.
