Rußland : kein schneller Erfolg der Stabilisierungspolitik absehbar

Abstract

Die westlichen Industrieländer haben die auf dem G-7-Gipfel verkündeten Hilfszusagen an eine konsequente Stabilisierungspolitik Rußlands geknüpft. Als Hauptverantwortliche für die Hyperinflation wird die Russische Zentralbank angesehen. Allerdings wird dabei übersehen, daß sich die Zentralbank in Moskau seit dem Beginn der Reformen mit zwei völlig gegensätzlichen Anforderungen konfrontiert sieht: Sie soll einerseits über eine Einschränkung der Kreditvergabe für Preisstabilität sorgen, andererseits ist sie die bisher einzige Institution, die in größerem Umfang Finanzmittel für Umstrukturierungsinvestitionen bereitstellen kann. Nachhaltige Fortschritte in der Inflationsbekämpfung sind nur zu erwarten, wenn es gelingt, diesen Gegensatz zwischen gesamtwirtschaftlicher Stabilisierung und einzelwirtschaftlichen Erfordernissen zu beseitigen. Die bisher ergriffenen Maßnahmen laufen großenteils auf eine Wiederbelebung der zentralen Planung hinaus.
