Effizientere Mittelverwendung durch Regionalisierung des ÖPNV

Abstract

Im Auftrag des Bundesverkehrsministeriums wurden die staatlichen Finanzleistungen für den öffentlichen Personennahverkehr (ÖPNV) analysiert. Die Untersuchung ergab, daß die Mittel, die 1988 ein Volumen von gut 17 Mrd. DM (Bund 57%, Länder 26%, Kommunen 22%) erreichten, wesentlich effizienter eingesetzt werden könnten, wenn die Verantwortung für die Gestaltung des ÖPNV auf der kommunalen Ebene konzentriert wäre. Das Zusammenführen von "Aufgaben- und Ausgabenverantwortung" macht das Finanzierungssystem erstens transparenter. Zweitens können die Finanzmittel vor Ort zielgerichteter eingesetzt werden. Drittens wird die politische Entscheidung darüber, wieviel - defizitären - ÖPNV man sich leisten will, dort getroffen, wo die hierdurch geschaffenen Verkehrverhältnisse auch zum Tragen kommen.
