EG-Binnenmarkt : schwieriger Prozeß der Öffnung für Drittländer

Abstract

Die Europäische Gemeinschaft ist am 1. Januar 1993 nicht zu einer "Fortress Europe" geworden. Allerdings kämpft sie hartnäckig um den Schutz bzw. um eine nur langsame Öffnung der EG-Märkte für sensible Produkte. Die Übergangsfristen für Textilien, Bekleidung, Stahl und Kohle und die weitgehende Ausklammerung des Agrarsektors aus den Liberalisierungsmaßnahmen der Assoziierungsverträge mit den ostmitteleuropäischen Ländern machen dies deutlich. Auch national unterschiedliche Importquoten konnten nicht in allen Fällen beseitigt werden, und die Antidumpingpolitik wurde in den Jahren 1990 und 1991 wieder verstärkt eingesetzt. Im Agrarbereich ist der Protektionsgrad zwar deutlich verringert worden, insgesamt bleibt der Schutz der europäischen Landwirtschaft jedoch nach wie vor beträchtlich. Trotz dieser Minuspunkte und entgegen manchen ursprünglichen Befürchtungen spricht jedoch einiges dafür, daß die Außenprotektion der Europäischen Gemeinschaft mittelfristig abnimmt. Viel wird dabei allerdings von einem einigermaßen erfogreichen Abschluß der Uruguay-Runde abhängen.
