APEC - das Entstehen eines pazifischen Pendants zur EG?

Abstract

Im pazifischen Becken gab es bereits in der Vergangenheit zahlreiche Initiativen zur Institutionalisierung der natürlich gewachsenen Interdependenzen und eine Reihe von Gründungen multilateraler Organisationen und Institutionen. Die APEC (Asiatic Pacific Economic Cooperation), zu deren konstituierender Sitzung sich am 6. November 1989 die Außen- und Handelsminister von 12 Pazifikstaaten in Canberra trafen, stellt den bisherigen Höhepunkt dieser Entwicklung dar. Der Anteil der APEC-Mitglieder am Welthandelsvolumen übersteigt 30%, zum Weltsozialprodukt tragen sie mehr als 50% bei. Aufgrund der unterschiedlichen Zielsetzungen der einzelnen APEC-Staaten und ihrer Heterogenität hinsichtlich Sozialprodukt, Bevölkerung, Stand der wirtschftlichen Entwicklung, politischem System sowie ihrer räumlichen Entfernung und kulturellen Unterschiede sind die Chancen einer Integration nach EG-Vorbild begrenzt.
