Kaum Vorbilder für die Wirtschaftsreformen in der Gemeinschaft Unabhängiger Staaten

Abstract

Die Probleme der ehemals sowjetischen Wirtschaft sind so komplex, und die Steuerbarkeit der Entwicklungen durch die Politik ist so eingeschränkt, daß sich die ordnungspolitischen Reformerfahrungen aus anderen Ländern kaum übertragen lassen. Um die Erfolge der Reformen messen zu können, ist zunächst eine umfassendere Bestandsaufnahme der GUS-Wirtschaften erforderlich, als sie einzelne, gewohnte Variable liefern können. Es sollte ein Indidkatorensystem entwickelt werden, in das auch Fortschritte in den Bereichen Demokratisierung, Recht, Ausbildung etc. eingehen.
