Kaufkraftschwund in Ostdeutschland

Abstract

Legt man die Ergebnisse der Statistik der Haushaltsbudgeterhebung, die unmittelbar von der Verschlechterung am Arbeitsmartkt beeinflußt werden, für einen Vergleich der Realeinkommenssituation von Arbeiter- und Angestelltenhaushalten zugrunde, so mißt man primär die Veränderung des Lebensstandards einer "Durchschnittsfamilie" in Ostdeutschland. Hier gilt festzuhalten: Im Jahr 1991 war das Realeinkommen der meisten Arbeitnehmerhaushalte in den neuen Bundesländern merklich höher als 1989. Da Kurzarbeit und Arbeitlosigkeit inzwischen aber ein erhebliches Ausmaß angenommen haben, schlägt sich - bei gesamtwirtschaftlicher Betrachtung - der kräftige Anstieg der realen Arbeitseinkommen nicht in gleicher Höhe im verfügbaren Realeinkommen der ostdeutschen privaten Haushalte nieder. Für eine dauerhafte kräftige Steigerung der Realeinkommen in Ostdeutschland ist es daher wichtig, daß möglichst viele Arbeitsplätze erhalten bzw. neu geschaffen werden.
