Probleme der Forschungspolitik in Mittel- und Osteuropa - Möglichkeiten einer Zusammenarbeit mit der Europäischen Gemeinschaft

Es müssen schnell Maßnahmen gegen die anhaltende Abwanderung hochqualifizierter FuE-Fachkräfte eingeleitet werden. Als wirkungsvoll könnte sich zum Beispiel die Verlagerung von Forschungsvorhaben oder die Vergabe von Unteraufträgen an Forschungseinrichtungen in Mittel- und Osteuropa erweisen. Außerdem sollten EG-Forschungsprogramme nach Möglichkeit so erweitert und entbürokratisiert werden, daß sich Wissenschaftler aus Ungarn, der CSFR und Polen daran beteiligen können, auch wenn ihre Länder noch nicht Vollmitglieder der EG sind.
