Verkehrsinvestitionen im Aufholprozeß Ostdeutschlands

Abstract

Bezogen auf die Territorialfläche erreichen die Verkehrswege Schiene und Wasserstraße in den neuen Bundesländern eine höhere Netzdichte als die der alten Bundesländer. Das Straßennetz ist in der ehemaligen DDR mit 1,152 km/qkm wesentlich dünner als in Westdeutschland (2,006 km/qkm). Die Verkehrsinfrastruktur ist in der ehem. DDR in einem sehr kritischen Zustand: bei Bundesfernstraßen erhalten 22,0% der Verkehrsfläche das Prädikat "schlecht" (dringende Substanzerhaltungsmaßnahmen sind notwendig), Landesstraßen sind zu 40,7% schlecht, Bundesautobahnen zu 43,9% und Gemeindestraßen sogar zu 68,0%. Der Investitionsbedarf beläuft sich bei Straßen auf 135 Mrd. DM (inkl. MwSt, Preise von 1990). Etwa 55 Mrd. DM müssen für das Schienennetz und 8 Mrd. DM für die Wasserstraßen aufgewendet werden. Die Sanierung des ÖPNV dürfte weitere 12 Mrd. DM kosten. Das Gesamtvolumen von 210 Mrd. DM verteilt sich auf den Bund (78 Mrd.DM) und die Länder (132 Mrd. DM).
