EG-Währungsunion : welche Grenzen für die Staatsverschuldung sind sinnvoll?

Abstract

Das ifo Institut hat kürzlich ein Gutachten abgeschlossen, in dem "Probleme und Chancen einer Koordinierung der Finanzpolitik in der EG" untersucht wurden. Es kommt darin zu dem Schluß, daß eine Europäische Währungsunion nur Erfolg haben kann, wenn die Mitgliedsländer ihre Budgetpolitik koordinieren. Zur Beurteilung der Haushaltsdisziplin werden insbesondere drei Kriterien diskutiert. Ein einzelner Fiskalindikator kann jedoch nationalen Besonderheiten zu wenig Rechnung tragen, daher wird - anhand aktueller Daten für die einzelnen EG-Mitglieder - die Anwendbarkeit eines Indikatorbündels geprüft. Nachdem auch diese quantitiven Vorgaben nicht für alle EG-Länder gleichermaßen aussagekräftig sind, wird vorgeschlagen, daß die Mitgliedstaaten, die der Währungsunion beitreten wollen, bestimmen, an welchen Fiskalindikatoren sie ihre Haushaltsdisziplin messen wollen und welche Konsolidierungsmaßnahmen sie gegebenfalls bis zum Beitritt ergreifen wollen. Die Gesamtheit der EG-Länder hätte dann über die Mitgliedschaft in der Währungsunion zu entscheiden.
