Förderung der Umweltschutzmaßnahmen in den neuen Bundesländern : umweltpolitische Implikationen und ökonomische Effekte

Abstract

Der Überblick über die umweltökonomischen Förderinstrumente macht deutlich, daß die ökologische Sanierung der neuen Bundesländer in der ersten Phase wegen der besonderen Umstände in hohem Maße über das Gemeinlastprinzip finanziert werden muß. Zu diesem Zweck ist eine Vielzahl von Förderprogrammen geschaffen worden, die allerdings wegen verschiedener Nebenbedingungen nicht alle zieladäquat sind. In Zukunft muß jedoch auch in den neuen Bundesländern beim Umweltschutz dem Verursacherprinzip der Vorrang eingeräumt werden.
