Zur Kaufkraftmessung in Ostdeutschland

Abstract

Seit 1990 wird für Ostdeutschland ein amtlicher Preisindex für Kosten der Lebenshaltung erhoben. Das Preisniveau in den neuen Bundesländern lag per saldo im Durchschnitt des zweiten Halbjahres 1990 um 3,1 % unter dem Niveau des Jahres 1989 und um 0,8 % unter dem Niveau des ersten Halbjahres 1990. Betrachtet man die Verbrauchsstruktur, so lag 1989 der Anteil der Nahrungs- und Genußmittel an den gesamten Verbrauchsausgaben bei 4-Personen-Arbeitnehmerhaushalten noch bei 39 % (im Durchschnitt der Monate Juli/November 1990 29,5 %); auf Industriewaren entfielen 47,5 % (Juli/November 1990 57,5 %) und auf Dienstleistungen 13,5 % (Juli/November 1990 unverändert) der Ausgaben. In einzelwirtschaftlicher Analyse zeigt sich,daß Haushalte, die ihr Verbrauchsbudget nach Beginn der Währungsunion ausgeweitet haben, im Vergleich zum amtlichen Ergebnis (+3 %) merklich höhere Kaufkraftgewinne erzielt haben dürften.
