Steuererhöhung zur Finanzierung des Golfkrieges? Schwere Zeiten für die Finanzpolitik

Abstract

Nach den neuesten Berechnungen kostet ein etwa dreimonatiger Krieg am Golf die Alliierten etwa 55 Mrd. Dollar. Die deutschen Hilfszusagen belaufen sich bisher auf insgeamt 14 bis 15 Mrd. DM oder 9 bis 10 Mrd. Dollar. Zur Finanzierung der deutschen Beteiligung sollte die Möglichkeit der weiteren Einsparungen bei den Staatsausgaben ernsthaft geprüft werden. Insgesamt gesehen ist aber wegen der weitgehenden Verschonung der großen Subventionsblöcke der Spielraum für Ausgabenkürzungen noch nicht voll ausgeschöpft. Je mehr es jedoch gelingt, die notwendigen Finanzmittel über zusätzliche Subventionskürzungen zu erwirtschaften, um so mehr erübrigen sich derartige Planspiele um Steuererhöhungen.
