Qualifikationsdefizit und regionale Immobilität - strukturelle Barrieren für den Arbeitsmarktausgleich

Abstract

Im Oktober 1990 gab es in der Bundesrepublik Deutschland 930.000 freie Personalstellen, wovon zwei Drittel in Unternehmen des Dienstleistungssektors vorhanden sind. 21,8 % der freien Personalstellen waren befristet. Im Baugewerbe waren mehr als 80 % der Stellen seit zwei Monaten unbesetzt. Im gesamtwirtschaftlichen Durchschnitt war im September 1989 für etwa jeden zweiten Arbeitslosen ein freier Arbeitsplatz vorhanden. Obwohl überdurchschnittliche Nachfrage nach Arbeitsplätzen besteht, gibt es gleichzeitig weit überdurchschnittliche Arbeitslosigkeit, deren Gründe in der mangelnden Qualikfikation der Arbeitskräfte liegen, sowie in der fehlenden Mobilitätsbereitschaft. In fast allen Berufsgruppen war die Zahl der freien Personalstellen pro Arbeitsloser für qualifizierte Arbeitnehmer höher als für einfache Arbeitnehmer. Am deutlichsten war dies für qualifizierte Bank- und Versicherungsfachleute. Als Lösung dieser strukturellen Arbeitsmarktprobleme werden vorgeschlagen: Umdenken in der Weiterbildung; Förderung der regionalen Mobilität; Arbeitszeitflexibilität.
