Mehr Umweltschutz in der EG - aber wie? : Überlegungen zu einer neuen Strategie der Gemeinschaft beim Einsatz umweltpolitischer Instrumente

Abstract

In den ersten drei Aktionsprogrammen für den Umweltschutz der EG und der Anerkennung des Verursacherprinzips wurden Kriterien für die Instrumentenwahl im Umweltschutz der EG festgelegt. Nach einer kurzen Darstellung dieser Aktionsprogramme gehen die Verfasser auf das 4. Aktionsprogramm zum Umweltschutz ein sowie auf umweltbezogene Bestimmungen im Weißbuch zur Vollendung des Binnenmarktes und in der einheitlichen europäischen Akte. Neue, auch grenzüberschreitende Umweltbelastungen erfordern neue Instrumente. Dabei und bei der Festsetzung von Umweltqualitätszielen müssen aber die unterschiedlichen regionalen Gegebenheiten berücksichtigt werden.Die Gemeinschaft sollte sich auf die Ausgestaltung eines gemeinsamen instrumentellen Rahmens beschränken.
