EG-Binnenmarkt und Umweltschutz aus kommunaler Sicht

Abstract

Aus der Sicht der Kommunen entstehen mit der Öffnung des Binnenmarktes völlig neue Rahmenbedingungen für die Gemeinden als Unternehmensstandort, als Durchgangsort für Transporte und nicht zuletzt als Beseitungspflichtige für Abfälle und Abwässer. Da bis jetzt die steigenden Umweltbelastungen auf diesem Gebiet noch nicht untersucht wurden, sehen sich die Kommunen durch den Binnenmarkt, was den Umweltschutz betrifft, im Stich gelassen.
