Kreise gewachsen – Bilanz durchwachsen: Zehn Jahre Kreisgebietsreform in Sachsen undSachsen-Anhalt

Abstract

Am 1. August 2008 fusionierten 29 sächsische Landkreise und kreisfreie Städte zu 13 neuen Verwaltungen. Gut ein Jahr zuvor reformierte das Nachbarland Sachsen-Anhalt seine Kreisstruktur. Zu den Geburtstagen will vielerorts allerdings nur wenig Feierlaune aufkommen. Auch gut ein Jahrzehnt nach der Reform ist in den neuen Großkreisen kaum eine gemeinsame Identität entstanden, das Interesse der Bürger an der Kreispolitik ist rückläufig. Außerdem sind die erhofften Einspareffekte sowohl in Sachsen als auch in Sachsen-Anhalt zumindest bisher ausgeblieben.
