Leiharbeit in Deutschland : statistischer Befund und Schlussfolgerungen für die empirische Wirtschaftsforschung

Abstract

Der vorliegende Beitrag beschäftigt sich mit der zunehmenden Verbreitung von Zeitarbeit in Deutschland und davon ausgehenden Implikationen für die empirische Wirtschaftsforschung. Zwar liegen aus Statistiken der Bundesagentur für Arbeit durchaus detaillierte Daten über individuelle Charakteristika der Zeitarbeitnehmer vor; Informationen über deren tatsächliche Tätigkeiten fehlen in der amtlichen Statistik jedoch weitgehend. Unter Rückgriff auf Auswertungen des IAB-Betriebspanels wird gezeigt, dass beinahe zwei Drittel der Zeitarbeitnehmer im verarbeitenden Gewerbe tätig sind und hier auch bereits einen nicht unbeträchtlichen Anteil an allen Beschäftigten stellen (2006: 4 %). In einzelnen Branchen ist Zeitarbeit ganz offenkundig sogar noch weit stärker verbreitet. Für die empirische Wirtschaftsforschung, die auf amtliche Daten angewiesen ist, stellt die Zunahme der Zeitarbeit deswegen ein Problem dar, weil gängige Indikatoren zur Beschreibung des Strukturwandels und zur Prognose der konjunkturellen Entwicklung hierdurch in ihrer Aussagekraft eingeschränkt werden. Da nicht zuletzt die Wirtschaftspolitik auf fundierte wirtschaftswissenschaftliche Analysen angewiesen ist, scheint eine Verbesserung der statistischen Erfassung der Zeitarbeit dringend erforderlich.
