Zu kurz gedacht?: die LKW-Maut - ein (ungenutztes) Lenkungsinstrument auf dem Prüfstand

Die Diskussion um den Starttermin für die Maut für Lastkraftwagen in Deutschland ist seit Sommer 2003 ein Dauerbrenner auf der politischen Agenda. In diesem Artikel soll diskutiert werden, was das deutsche Mautsystem leisten kann und wie es – mit einigen Modifizierungen – als Lenkungsinstrument noch effizienter eingesetzt werden könnte. Eine Gebührendifferenzierung in Abhängigkeit des tageszeitabhängigen Verkehrsaufkommens könnte zu einer merklichen Reduktion der Staukosten auf deutschen Straßen führen.
