Kostenstrukturen und Finanzbedarf bei ausgewählten Trägern der überörtlichen Sozialhilfe

Abstract

Der Bericht informiert über die Kostenstrukturen und den Finanzbedarf bei ausgewählten Trägern der überörtlichen Sozialhilfe. Im Auftrag des Sächsischen Staatsministerium der Finanzen wurden verschiedene Bundesländer bezüglich deren überörtlichen Träger, des Gültigkeitsbereiches und der Pflegesatzarten der Sozialhilfe verglichen. Dabei bleibt festzuhalten, daß im Vergleich zu den westdeutschen überörtlichen Träger in den Jahren 1991 bis 1993 stärker gestiegene Ausgaben für Sozialhilfe beim Landeswohlfahrtsverband Sachsen auf die Transformationsprobelmatik der neuen Bundesländer zurückzuführen ist. Die Heranführung der Entlohnung in den neuen Bundesländern an das Niveau in den alten Bundesländern ist in erster Linie verantwortlich für die Pflegesatzsteigerungen in Sachsen und damit auch für die Ausgabensteigerung. Die im Vergleich zu den anderen Trägern der überörtlichen Sozialhilfe doch starke Abhängigkeit des Landeswohlfahrtsverbandes von Finanzzuweisungen des Freistaates Sachsen erfordert eine Überprüfung der Finanzierungsalternativen. Dabei werden verschiedene Möglichkeiten in dem Bericht vorgestellt.
