Policies against In-Work Poverty in Italy

Abstract

Un quarto dei lavoratori italiani ha una retribuzione individuale bassa (cioè inferiore al 60% della mediana) e più di un lavoratore su dieci si trova in situazione di povertà (cioè vive in un nucleo con reddito netto equivalente inferiore al 60% della mediana). Nel dibattito pubblico, la povertà lavorativa è spesso collegata a salari insufficienti mentre questa è il risultato di un processo che va ben oltre il salario e che riguarda i tempi di lavoro, la composizione familiare e il ruolo redistributivo dello Stato. Una strategia di lotta alla povertà lavorativa richiede quindi una molteplicità di strumenti per sostenere i redditi individuali, aumentare il numero di percettori di reddito e assicurare un sistema redistributivo ben mirato. In questo contributo, dopo una discussione dei meccanismi che conducono a situazioni di povertà lavorativa, discutiamo quattro proposte di intervento per contrastare la povertà lavorativa in Italia.
