L’adaptation est-elle un frein aux accords climatiques ?

Abstract

We study how the adaptation strategy (private good), in addition to mitigation (public good), affects the outcomes of negotiations to Reduce Greenhouse Gas (GHG) emissions in a climate agreement. We show that adaptation can induce a strategic complementarity between the levels of mitigation of the different countries instead of the usual strategic substitutability that characterizes the free-riding behavior. We analyze the conditions under which this can contribute to the success of an international environmental agreement to reduce GHG emissions.
