Evaluer l'impact de l'assurance chômage sur les trajectoires individuelles : de la théorie à la pratique

Abstract

This paper provides an overview of theoretical and empirical issues related to the analysis of unemployment insurance and its effects on both unemployment durations and subsequent jobs quality. Compensation generosity is in the heart of the analysis, while particular attention is devoted to related programs such as counselling, monitoring, sanctions or partial benefits. We start by presenting the main predictions of job search theory regarding unemployment insurance and individual labor market outcomes. We further discuss the relevance of various econometric strategies in assessing the empirical validity of these predictions. The focus is primarily on the identification of causal relationships. Lastly, we illustrate the interplay between theory and practice by surveying representative microeconometric evaluations conducted in the field.
