Approches territorialisées de l’accompagnement dans l’emploi. Le cas des structures réticulaires de proximité(s)

Abstract

In this article, we are interested in the mobilization and coordination of all the actors with the aim of developing employability within a territory constructed through this coordination. Faced with the limits of employability strategies carried out by individuals and companies, the question arises as to the importance of the support provided by employment actors. Employability is multidimensional, specific to each person, to each environment and, by extension, to each territory. Faced with peripheral and professional obstacles, local territorial support is a means of mobilizing a diversity of actors to respond in a personalised and holistic way to the problems encountered by people without employment. In order to implement this territorial coordination, the development of proximity between actors appears necessary. Therefore, the network structures of proximity(ies) take on the responsibility of creating relationships of proximity between the actors of the territory. As a result, in this article we focus on the mobilization and coordination of all players to develop employability within a "constructed" territory, through two case studies. These two case studies of French territories, one in Normandy and the other in Provence-Alpes-Côte d'Azur, show how employment actors work together and are coordinated around a central local structure to develop personalized actions to promote employability in their respective territories. We will emphasize the importance of territorial coordination carried out by hard cores, local and “proximity” actors.
