Politiques régionales et de développement territorial au Brésil. Du macro au micro, quel nouveau rôle pour l'État ?

Abstract

This paper aims to examine the federal government's changing role in the development of regional public policies implemented over the last half century in Brazilian territory. While the State has long been established as the sole interlocutor and decision-maker, the neoliberal turn of the 1980s has gradually led to an evolution of the situation. The center of action has moved from national to local and several services previously under the jurisdiction of public administrations have been transferred to private institutions. However, such evolutions have not led to the exclusion of federal authorities from the development process of public actions. While regional and territorial development in Brazil have lately become a multy-institution matter, the State can be still considered as the main actor in policy making.
